Statute Law is the Law of the Sea and needs consent

Where is this specifically noted in legal/lawful land? I keep coming back to this in my mind but I've only really seen it on the web and in V's book. And maybe in Anti-terrorist's book also, can't remember exactly. Any pointers much appreciated,thanks.

I think the better question is where is it written that statute law is NOT based consent, and where is it written that it's ok for statute laws to break common laws?

Government long ago tried to turn common law into statute and then repeal the bits they didnt like, which was most of it.
Cant remember the year nor what it was called but someone here will.
