if there claim against you is not in the form of a contract,the only other grounds are in the nature of a tort, chances are it will never go to court, it will get passed around from DCA to DCA, all making the same threats.

also the fact your claiming your water supply is flouredated do you have proof of this, you can get you water tested independently and also prove many othe harmful substances if you did threanening your claims.

under a tort they would likely have to claim special damages, but what is making the claim,a man or women or fiction,proving such is going to be a tricky one on there part.
